I just love talking in circles. This is getting me nowhere. I just want a clear delineation of the lines of responsibility, please. And I do have the right to question why. And I will.
To diverge away from my work-related ramblings for a moment, I would just like to say that the news coming out of the Korean peninsula today worries me. The world's leaders (even in China and Russia) have denounced the tests, and sanctions will no doubt be proposed - the president of South Korea went so far as to say "What North Korea has done is breaking the trust of the international society. Our government will take care of this in a fast and a very clear and cut way."
Soooo...it seems this may have been either an elaborate put-on in order to totally pawn the leaders of the free (and maybe not-so-free) world...OR their bomb test went all hinky and it didn't detonate properly (less than half a kiloton versus the four kiloton it was meant to be).

Have you ever seen Team America World Police? Best puppet caricature of Kim Jong Il ever. And some marrionettes getting down and freaky. But that's something for another time...

What you need is a better propaganda machine. When North Korea gets invaded you can have Kim's. Bush has one of his own, and wouldn't need an extra.
