The downside was that a measure to ban gay marriage and gay civil unions in Florida's state Constitution was pretty much passed. The amendment to the State Constitution not only limited the definition of marriage as between a man and a woman, but also banned legal unions and their "substantial equivalent," which could raise the question of whether public employers, like community colleges and the city and other government agencies, can continue offering health care benefits to domestic partners.
